Hace unos años, en Junio del 2007, la "prestigiosa" revista científica Natureponía a Navarra como ejemplo a seguir en la promoción pública de las energías renovables. Le dedicaba a la región un artículo lírico-científico ensalzando su política (se puede leer gratis aquí). How did a little Spanish province become one of the world's wind-energy giants? El artículo comenzaba con un paseo por paisajes de verdes cereales sembrados de erectos molinos blancos, como gigantescos espárragos. Luego el lector también se enteraba de que el Gobierno de Navarra subvencionaba con millones de euros el 30 % del coste de las empresas renovables que se instalaban en el territorio. Al director ejecutivo de Acciona Energía, Esteban Morrás, se le dedicaba un amplio espacio. Quién le hubiera dicho al admirativo periodista de Nature que tres años después, en el 2010, viéndolas venir, este gurú de la energía eólica en Navarra vendería su participación en el grupo, y se iría con una bolsa de 42 millones de euros.
Entonces el Gobierno de Navarra aprovechó la publicidad de Naturepara presentar a las energías renovables como el principal factor del progreso en el empleo y la riqueza de la región.Hoy leo que el Gobierno de Navarra, semi-arruinado, anuncia que la paga de Navidad de sus 30.000 empleados se retrasará al año entrante.

Del 12 al 17 de Noviembre del 2007 se celebró en Valencia, impulsada por el presidente Francisco Camps, una gran cumbre climática que concluyó con la publicación del último informe alarmista del IPCC (Panel Intergubernamental del Cambio Climático).
Por las mismas fechas, y en paralelo a la agitación mediática y propagandística contra el CO2, el índice NEX, que mide la marcha en la bolsa de Nueva York de las principales compañías de energías renovables del mundo, alcanzaba su máximo. Su valor cuadriplicaba el que tenía a principios del 2003. La cuestión climática resultaba ser un negocio y los grandes medios de comunicación lo celebraban, echando leña al fuego del catastrofismo que alentaba el negocio.
A partir de entonces, el descrédito del IPCC, la falta de calentamiento global acelerado, la crisis financiera y la competencia china, torcieron la tendencia. El índice NEX se hundió y perdió la ventaja que había sacado a los otros índices (por ejemplo al NASDAQ, que mide la evolución de los valores tecnológicos). Difícilmente el quinto informe que saldrá en el 2014 tendrá suficiente gas para volver a hinchar el globo.
COPENHAGEN – Efforts to stem global warming have nurtured a strong urge worldwide to deploy renewable energy. As a result, the use of wind turbines has increased ten-fold over the past decade, with wind power often touted as the most cost-effective green opportunity. According to Connie Hedegaard, the European Union’s commissioner for climate action, “People should believe that [wind power] is very, very cheap.”

In fact, this is a highly problematic claim. While wind energy is cheaper than other, more ineffective renewables, such as solar, tidal, and ethanol, it is nowhere near competitive. If it were, we wouldn’t have to keep spending significant sums to subsidize it.
In the United Kingdom, for example, wind remains significantly more costly than other energy sources. Using the UK Electricity Generation Costs 2010 update and measuring in cost per produced kilowatt-hour, wind is still 20-200% more expensive than the cheapest fossil-fuel options. And even this is a significant underestimate.
As the UK and other developed countries have rushed to build more wind turbines, they have naturally started with the windiest places, leaving poorer sites for later. At the same time, people increasingly protest against the wind farms in their backyards. Local opposition has tripled over the past three years, and local approval rates for new wind farms have sunk to an all-time low.
Most people believe that a few wind turbines can be attractive, but it is an entirely different matter when turbines are scattered across the countryside, or when massive, industrial wind farms extend for miles. Complaints have also increased about enormous new wind turbines’ low-frequency noise.
Given souring public sentiment, most of the future increase in wind turbines is expected to take place offshore, where there is less opposition, but where costs are much higher.
With its “20-20-20” policy, the EU has promised that, by 2020, it will cut its carbon emissions by 20% below 1990 levels, and increase its reliance on renewables by 20%. For the UK, this requires a dramatic increase in wind power, especially offshore.
This will be surprisingly costly. The UK Carbon Trust estimates that the cost of expanding wind turbines to 40 gigawatts, in order to provide 31% of electricity by 2020, could run as high as £75 billion ($120 billion). And the benefits, in terms of tackling global warming, would be measly: a reduction of just 86 megatons of CO2 per year for two decades. In terms of averted rise in temperature, this would be completely insignificant. Using a standard climate model, by 2100, the UK’s huge outlay will have postponed global warming by just over ten days.
Moreover, this estimate is undoubtedly too optimistic. Wind frequently does not blow when we need it. For example, as the BBC reported, the cold weather on December 21, 2010, was typical of a prolonged cold front, with high-pressure areas and little wind. Whereas wind power, on average, supplies 5% of the UK’s electricity, its share fell to just 0.04% that day. With demand understandably peaking, other sources, such as coal and gas, had to fill the gap.
Making up for a 5% shortfall in supply is manageable, but the situation will change dramatically as the UK increases its reliance on wind power to reach the 31% target by 2020. Wind power becomes much more expensive when we factor in the large supplies of power that must be created for backup whenever the wind dies down.
The cheapest backup power by far is provided by open-cycle gas plants, which imply more CO2 emissions. Thus, wind power will ultimately be both costlier and reduce emissions less than officially estimated. (This is also why simple calculations based on costs per kWh are often grossly misleading, helping to make wind and other intermittent renewables appear to be cheaper than they are.)
This has been shown in recent reports by KPMG/Mercados and Civitas, an independent think tank. A new report by University of Edinburgh professor Gordon Hughes for the Global Warming Policy Foundation estimates that 36 GW of new wind power would cost £120 billion for just 23 megatons of CO2 reduction per year. In other words, temperature rises would be postponed by a mere 66 hours by the end of the century.
Contrary to what many think, the cost of both onshore and offshore wind power has not been coming down. On the contrary, it has been going up over the past decade. The United Nations Intergovernmental Panel on Climate Change acknowledged this in its most recent renewable-energy report. Likewise, the UK Energy Research Center laments that wind-power costs have “risen significantly since the mid-2000’s.”
Like the EU, the UK has become enamored with the idea of reducing CO2 through wind technology. But most academic models show that the cheapest way to reduce CO2 by 20% in 2020 would be to switch from coal to cleaner natural gas. The average of the major energy models indicates that, downscaled for the UK, achieving the 20% target would imply a total cost of roughly £95 billion over the coming decade, and £18 billion every year after that. Of course, these figures include reductions in areas other than electricity, as well as higher energy prices’ total cost to the economy.
Nonetheless, the lesson is clear: if the goal is not just to cut CO2 emissions, but also to use renewables to do it, the models show that the cost balloons to £188 billion for this decade and £36 billion every year after 2020. In effect, insisting on wind power means using energy that is far from competitive, does not help to avert climate change, and costs an extra £92 billion for the UK alone.
For any country, this seems like a very poor choice.
To the nearest whole number, the percentage of the world’s energy that comes from wind turbines today is: zero. Despite the regressive subsidy (pushing pensioners into fuel poverty while improving the wine cellars of grand estates), despite tearing rural communities apart, killing jobs, despoiling views, erecting pylons, felling forests, killing bats and eagles, causing industrial accidents, clogging motorways, polluting lakes in Inner Mongolia with the toxic and radioactive tailings from refining neodymium, a ton of which is in the average turbine — despite all this, the total energy generated each day by wind has yet to reach half a per cent worldwide.
If wind power was going to work, it would have done so by now. The people of Britain see this quite clearly, though politicians are often wilfully deaf. The good news though is that if you look closely, you can see David Cameron’s government coming to its senses about the whole fiasco. The biggest investors in offshore wind — Mitsubishi, Gamesa and Siemens — are starting to worry that the government’s heart is not in wind energy any more. Vestas, which has plans for a factory in Kent, wants reassurance from the Prime Minister that there is the political will to put up turbines before it builds its factory.
This forces a decision from Cameron — will he reassure the turbine magnates that he plans to keep subsidising wind energy, or will he retreat? The political wind has certainly changed direction. George Osborne is dead set against wind farms, because it has become all too clear to him how much they cost. The Chancellor’s team quietly encouraged MPs to sign a letter to No. 10 a few weeks ago saying that ‘in these financially straitened times, we think it is unwise to make consumers pay, through taxpayer subsidy, for inefficient and intermittent energy production that typifies onshore wind turbines’.
Putting the things offshore may avoid objections from the neighbours, but (Chancellor, beware!) it makes even less sense, because it costs you and me — the taxpayers — double. I have it on good authority from a marine engineer that keeping wind turbines upright in the gravel, tides and storms of the North Sea for 25 years is a near hopeless quest, so the repair bill is going to be horrific and the output disappointing. Already the grouting in the foundations of hundreds of turbines off Kent, Denmark and the Dogger Bank has failed, necessitating costly repairs.
In Britain the percentage of total energy that comes from wind is only 0.6 per cent. According to the Renewable Energy Foundation, ‘policies intended to meet the EU Renewables Directive in 2020 will impose extra consumer costs of approximately £15 billion per annum’ or £670 per household. It is difficult to see what value will be got for this money. The total carbon emissions saved by the great wind rush is probably below 1 per cent, because of the need to keep fossil fuels burning as back-up when the wind does not blow. It may even be a negative number.
America is having far better luck. Carbon emissions in the United States fell by 7 per cent in 2009, according to a Harvard study. But the study concluded that this owes less to the recession that year than the falling price of natural gas — caused by the shale gas revolution. (Burning gas emits less than half as much carbon dioxide as coal for the same energy output.) The gas price has fallen even further since, making coal seem increasingly pricey by comparison. All over America, from Utah to West Virginia, coal mines are being closed and coal plants idled or cancelled. (The US Energy Information Administration calculates that every $4 spent on shale purchases the same energy as $25 spent on oil: at this rate, more and more vehicles will switch to gas.)
So even if you accept the most alarming predictions of climate change, those turbines that have ruined your favourite view are doing nothing to help. The shale gas revolution has not only shamed the wind industry by showing how to decarbonise for real, but has blown away its last feeble argument — that diminishing supplies of fossil fuels will cause their prices to rise so high that wind eventually becomes competitive even without a subsidy. Even if oil stays dear, cheap gas is now likely to last many decades.
Though they may not admit it for a while, most ministers have realised that the sums for wind power just don’t add up and never will. The discovery of shale gas near Blackpool has profound implications for the future of British energy supply, which the government has seemed sheepishly reluctant to explore. It has a massive subsidy programme in place for wind farms, which now seem obsolete both as a means of energy production and decarbonisation. It is almost impossible to see what function they serve, other than making a fortune from those who profit from the subsidy scam.
Even in a boom, wind farms would have been unaffordable — with their economic and ecological rationale blown away. In an era of austerity, the policy is doomed, though so many contracts have been signed that the expansion of wind farms may continue, for a while. But the scam has ended. And as we survey the economic and environmental damage, the obvious question is how the delusion was maintained for so long. There has been no mystery about wind’s futility as a source of affordable and abundant electricity — so how did the wind-farm scam fool so many policymakers?
One answer is money. There were too many people with snouts in the trough. Not just the manufacturers, operators and landlords of the wind farms, but financiers: wind-farm venture capital trusts were all the rage a few years ago — guaranteed income streams are what capitalists like best; they even get paid to switch the monsters off on very windy days so as not to overload the grid. Even the military took the money. Wind companies are paying for a new £20 million military radar at Brizlee Wood in Northumberland so as to enable the Ministry of Defence to lift its objection to the 48-turbine Fallago Rig wind farm in Berwickshire.
The big conservation organisations have been disgracefully silent on the subject, like the Royal Society for the Protection of Birds, which until last year took generous contributions from the wind industry through a venture called RSPB Energy. Even journalists: at a time when advertising is in short supply, British newspapers have been crammed full of specious but lucrative ‘debates’ and supplements on renewable energy sponsored by advertising from a cohort of interest groups.
And just as the scam dies, I find I am now part of it. A family trust has signed a deal to receive £8,500 a year from a wind company, which is building a turbine on land that once belonged to my grandfather. He was canny enough not to sell the mineral rights, and the foundations of the turbine disturbs those mineral rights, so the trustees are owed compensation. I will not get the money, because I am not a beneficiary of the trust. Nonetheless, the idea of any part of my family receiving ‘wind-gelt’ is so abhorrent that I have decided to act. The real enemy is not wind farms per se, but groupthink and hysteria which allowed such a flawed idea to progress — with a minimum of intellectual opposition. So I shall be writing a cheque for £8,500, which The Spectator will give as a prize to the best article devoted to rational, fact-based environmental journalism.
It will be called the Matt Ridley prize for environmental heresy. Barring bankruptcy, I shall donate the money as long as the wind-gelt flows — so the quicker Dave cancels the subsidy altogether, the sooner he will have me and the prizewinners off his back.
Entrants are invited forthwith, and a panel of judges will reward the most brilliant and rational argument — that uses reason and evidence — to gore a sacred cow of the environmental movement. There are many to choose from: the idea that wind power is good for the climate, or that biofuels are good for the rain forest, or that organic farming is good for the planet, or that climate change is a bigger extinction threat than invasive species, or that the most sustainable thing we can do is de-industrialise.
My donation, though significant for me, is a drop in the ocean compared with the money that pours into the green movement every hour. Jeremy Grantham, a hedge-fund plutocrat, wrote a cheque for £12 million to the London School of Economics to found an institute named after him, which has since become notorious for its aggressive stance and extreme green statements. Between them, Greenpeace and Worldwide Fund for Nature (WWF) spend nearly a billion a year. WWF spends $68 million a year on ‘public education’ alone. All of this is judged uncontroversial: a matter of education, not propaganda.
By contrast, a storm of protest broke recently over the news that one small conservative think-tank called Heartland was proposing to spend just $200,000 in a year on influencing education against climate alarmism. A day later, the William and Flora Hewlett Foundation, with assets of $7.2 billion, gave a grant of $100 million to something called the ClimateWorks Foundation, a pro-wind power organisation, on top of $481 million it gave to the same recipient in 2008. The deep green Sierra Club recently admitted that it took $26 million from the gas industry to lobby against coal. But money is not the only reason that the entire political establishment came to believe in wind fairies. Psychologists have a term for the wishful thinking by which we accept any means if the end seems virtuous: ‘noble-cause corruption’. The phrase was first used by the Chief Inspector of Constabulary Sir John Woodcock in 1992 to explain miscarriages of justice. ‘It is better that some innocent men remain in jail than the integrity of the English judicial system be impugned,’ said the late Lord Denning, referring to the Birmingham Six.
Politicians are especially susceptible to this condition. In a wish to be seen as modern, they will embrace all manner of fashionable causes. When this sets in — groupthink grips political parties, and the media therefore decide there is no debate — the gravest of errors can take root. The subsidising of useless wind turbines was born of a deep intellectual error, one incubated by failure to challenge conventional wisdom.
It is precisely this consensus-worshipping, heretic-hunting environment where the greatest errors can be made. There are some 3,500 wind turbines in Britain, with hundreds more under construction. It would be a shame for them all to be dismantled. The biggest one should remain, like a crane on an abandoned quay, for future generations to marvel at. They will never be an efficient way to generate power. But there can be no better monument to the folly of mankind.
Green Firms Get Fed Cash, Gives Execs Bonuses, Fail.
Just like the financial sector except in the financial sector they don’t always fail. But it’s the same deal. Use other people’s money to enrich yourself.
Here’s how the story opens:
President Obama’s Department of Energy helped finance several green energy companies that later fell into bankruptcy — but not before the firms doled out six-figure bonuses and payouts to top executives, a Center for Public Integrity and ABC News investigation found.
Take, for instance, Beacon Power Corp., the second recipient of an Energy Department loan guarantee in 2009. In March 2010, the Massachusetts energy storage company paid cash bonuses of $259,285 to three executives in part due to progress made on the $43 million energy loan, Securities and Exchange Commission records show. Last October, Beacon Power filed for Chapter 11 bankruptcy.
EnerDel, maker of lithium-ion battery systems, landed a $118.5 million energy grant in August 2009. About one-and-a-half years later, Vice President Joe Biden toured a company plant in Indiana and heralded its taxpayer-supported expansion as one of the “100 Recovery Act Projects That Are Changing America.”
Two months after Biden’s visit, EnerDel corporate parent Ener1 paid $725,000 in bonuses to three executives — including $450,000 to then-CEO Charles Gassenheimer, who led Biden on the tour. This January, Ener1 filed for Chapter 11 bankruptcy protection.
Hoy ha comparecido el presidente de Iberdrola, Ignacio Sánchez-Galán, a presentar los resultados de la eléctrica que ha visto disminuidos sus beneficios en un 2,3 por ciento durante el ejercicio 2011. Y de nuevo ha arremetido contra la política de subvenciones a las tecnologías renovables con afirmaciones del tipo "hay que detener la construcción no sostenible de las energías renovables" o "la mitad de la factura que pagamos tiene que ver con decisiones políticas".
No le falta razón al señor Sánchez-Galán, puesto que una parte significativa del déficit de tarifa eléctrica está siendo ocasionado por las primas a la producción de electricidad con tecnologías acogidas al régimen especial, fundamentalmente renovables y cogeneración. Las desorbitadas y multimillonarias cifras que los consumidores pagamos anualmente como sobrecoste de estas tecnologías han sido originadas por decisiones única y exclusivamente políticas. Fue una legislación nefasta la que, en su momento, otorgaba primas del 575 por ciento sobre el precio medio de referencia a las placas solares fotovoltaicas, ocasionando la burbuja solar que hemos vivido en los últimos años.
La instalación masiva de centrales solares, al abrigo de inversiones garantizadas por el gobierno a 25 años y con una rentabilidad desorbitada, ha ocasionado una asimetría en el sistema eléctrico español que provoca situaciones difícilmente explicables. Una de ellas es el hecho de que una tecnología que genera en torno al 3 por ciento de la electricidad demandada en España, reciba casi el 40% de las primas a la producción. Este hecho llama especialmente la atención cuando se compara con el caso de la energía eólica, que produciendo cinco veces más electricidad recibe únicamente el 24 por ciento de las primas. Sin embargo, esto no es un problema tecnológico, sino un problema originado por malas decisiones políticas.
Según la última liquidación de la Comisión Nacional de la Energía, el déficit eléctrico provisional del año 2011 asciende a 3.784 millones de euros. En el mismo periodo, las primas al régimen especial ascendieron a 6.984 millones de euros, siendo parcialmente responsables de la creación de déficit. En la actualidad, el déficit acumulado supera los 24.000 millones de euros, siendo en su mayor parte asumido por las empresas eléctricas. Este déficit se tituliza en paquetes que se lanzan al mercado y se están colocando con intereses que, en las últimas subastas, han superado el 6 por ciento.
Como bien dice Sánchez-Galán, este sistema es insostenible y deben tomarse medidas de inmediato. Basta una mirada a Europa para darse cuenta de que la industria francesa paga el MWh a 69 € mientras la industria española paga la electricidad a 104 €/MWh. En estas condiciones es francamente difícil hablar de competitividad de la capacidad productiva española frente a la gala. Ante esta coyuntura, la primera medida tomada por el gobierno fue destinada a suspender las primas de producción a las nuevas centrales que se instalen bajo el régimen especial. Pueden seguir instalándose energías renovables, pero no recibirán subvenciones. Esta decisión contribuirá notablemente a evitar la acumulación de déficit a futuro, pero no soluciona el problema de los más de 24.000 millones de euros que ya se han acumulado y que, previsiblemente, seguirán acumulándose a no ser que se tomen cartas en el asunto.
Ahora bien, la comunidad internacional está mirando con lupa las decisiones de España en esta materia. Desgraciadamente, se han comenzado a barajar públicamente conceptos como "quita" de parte del déficit (a la griega) o intervención del mercado eléctrico para redistribuir las ganancias de ciertas tecnologías de generación. Estos comportamientos únicamente pueden ser contraproducentes para la economía española puesto que significarían menos mercado, menos libertad económica y un golpe durísimo contra la seguridad jurídica del sector energético. Seguramente los mercados y las agencias de calificación tomen buena nota de ello y cualquier decisión en este sentido afecte a nuestros parámetros económicos, incluida nuestra prima de riesgo.
WHEN is a job not a job? Answer: when it is a green job. Jobs in an industry that raises the price of energy effectively destroy jobs elsewhere; jobs in an industry that cuts the cost of energy create extra jobs elsewhere.
The entire argument for green jobs is a version of Frederic Bastiat’s broken-window fallacy. The great nineteenth century French economist pointed out that breaking a window may provide work for the glazier, but takes work from the tailor, because the window owner has to postpone ordering a new suit because he has to pay for the window.
You will hear claims from Chris Huhne, the anti-energy secretary, and the green-greed brigade that trousers his subsidies for their wind and solar farms, about how many jobs they are creating in renewable energy. But since every one of these jobs is subsidised by higher electricity bills and extra taxes, the creation of those jobs is a cost to the rest of us. The anti-carbon and renewable agenda is not only killing jobs by closing steel mills, aluminium smelters and power stations, but preventing the creation of new jobs at hairdressers, restaurants and electricians by putting up their costs and taking money from their customers’ pockets.
We now have an estimate, from meticulous work in a new report by the Renewable Energy Foundation, of just how costly those subsidies are going to get in a few years’ time: £15bn a year, or 1 per cent of GDP. Ouch. That’s more than this year’s growth.
Contrast that with news from the United States that, according to a report from IHS Global Insight, the cheap shale gas revolution now in full flow has created 148,000 jobs directly within the gas industry and – by making energy cheaper – has created at least another 450,000 jobs elsewhere in the economy. By 2015, the total impact of shale gas will be 870,000 new jobs, says the report.
Shale gas now provides more than a quarter of American gas from a standing start about five years ago. Its effect has been dramatic. Whereas gas prices rose sharply here in the last two years, pushed up by oil prices, the Libyan civil war (which constricted supply) and the Japanese earthquake (which boosted demand), by contrast they stayed low in the United States.
This is the first time in decades gas prices on opposite sides of the Atlantic have diverged so sharply. Cheap gas in America has caused a rush into using gas for electricity generation, the cancellation of coal and nuclear plants, the mothballing of gas import terminals, the revival of the US chemical industry, a fall in the price of farmers’ input costs (nitrogen fertiliser is made with natural gas) and the beginning of the conversion of some urban transport fleets to running on natural gas.
Oh, and by the way, with one exception in Wyoming, shale gas drilling has still not caused any verified cases of groundwater contamination. The environmental risks of gas are real but small compared with the documented impact that wind power has on eagles, bats, landscapes and pollution in Inner Mongolia (where the metals that go into their magnets are mined and refined), or that biofuels have on hunger and rainforest destruction.
Britain can get some of these benefits of the shale gas revolution whatever happens. We already have. Last Christmas, when all wind turbines stood helplessly still during the great freeze, three cargoes of liquefied natural gas heading for the United States from Qatar actually turned around and came to the Isle of Grain instead; that kept our boilers going, kept prices from rising faster than they did and in the long run staved off job losses.
Thus, if we were the only country – or part of the only continent – not to exploit the new resource of shale gas within our own borders, we might still get some of the indirect benefits. But we would also lose the revenues and the direct jobs that come with gas drilling. We would also lose competitiveness to countries with cheaper energy.
Back in 1800, Britain was becoming the richest country in the world with the fastest economic growth and the fastest job creation – the China of its day. That was not because we had suddenly become cleverer than everybody else at inventing things. It was because we had stumbled upon limitless, dense and above all cheap energy in the form of coal, and harnessed it to mechanise industry, cheaply amplifying the labour productivity of each person so much that he could be paid high wages.
That lesson – that cheap energy is an employment multiplier, while costly energy is an employment divider – has been forgotten. Please let us recall it before the green jobs myth causes more unemployment.
Valor de las acciones de Gamesa en los últimos tres años
Me levanto leyendo en El Diario Vasco que Gamesa e Iberdrola han inaugurado un parque eólico en Honduras, el mayor de América Central, de 102 MW.
Honduras, ese país en donde hace poco más de un año dieron un golpe paramilitar y mandaron al presidente en medio de la noche al exilio y en pijama. Y en donde hace unos días hubo una masacre de más de 300 presos hacinados en una cárcel. Qué bien ... Otra buena noticia sobre esta compañía vasca puntera ... Creo que cualquier molinillo que Gamesa coloca en el mundo no pasa desapercibido en la prensa vasca. Qué bien, qué buena marcha, qué buen viento ...
Y sin embargo, qué raro, Gamesa es la empresa del Ibex que más ha hecho perder estos años a los que han comprado sus acciones. ¿Están comprados los periódicos? Pues probablemente sí, o quizás es que tienen los mismos dueños.
Miro en internet para ver si me entero de algo más y me aclaro un poco. Pongo "Honduras" y "Gamesa" en Google y busco en las páginas en inglés. Resulta que los 51 molinos de 2 MW que han colocado en un monte de Honduras han sido fabricados en un centro de Gamesa en Pennsylvania y que el proyecto ha sido financiado por un banco oficial norteamericano, el Export-Import Bank, destinado a sostener los empleos en USA fomentando las exportaciones, y por el Banco Centroamericano para la Integración Económica. O sea, todo subvencionado.
Mientras tanto, Sánchez Galán, presidente de Iberdrola, clama contra las subvenciones a las renovables, pero solamente a las termosolares, a pesar de que su compañía hasta hace bien poco era una de las más firmes partidarias de este tipo de energía. "La compañía Iberdrola, ella sola, tiene en cartera 12 plantas" publicaba El País en el 2006 en tono triunfalista. Pero lo que era un boom hace cinco años, sin ninguna explicación, ha pasado a ser una burbuja.
Antes de ayer, la central nuclear valenciana de Cofrentes tuvo que reducir su potencia hasta un 80% debido a la detección de una temperatura anormalmente alta en el edificio de turbinas. Sucedió que una pequeña tubería de vapor en la zona de la turbina se había roto y la liberación de vapor caliente había hecho aumentar la temperatura. Tal y como manda el protocolo, la central nuclear notificó inmediatamente al Consejo de Seguridad Nuclear el suceso acontecido y, tras investigarlo, el CSN dictaminó que se trataba de un suceso Nivel 0 en la escala INES de eventos nucleares. Es decir, el evento más bajo en la escala y que no supone riesgo alguno ni para las personas ni el medioambiente. Muchas veces se pierde la perspectiva de que en una central nuclear, al igual que en cualquier otra instalación industrial, tienen lugar acontecimientos que influyen en el normal funcionamiento de la misma pero que no suponen ningún tipo de riesgo. Todo lo que sucede en una central nuclear no es un accidente nuclear, por mucho que algunos intenten que así lo parezca.
Obviamente, el suceso ha ocupado las portadas digitales de todos los grandes medios nacionales. ¿Por qué? Por lo de siempre. ¿Pasó algo? No, pero eso a quién le importa. ¿Aparece la palabra nuclear en la noticia? Sí, pues adelante con ella, que vende y asusta. Por supuesto, los miedólogos suelen hacer de estos sucesos su leitmotiv puesto que es a lo único a lo que se pueden agarrar. Y en esta ocasión no iba a ser menos. Después de despotricar acerca de lo insegura y peligrosísima que es la energía nuclear, lo enormemente que afecta a la salud de las personas y la obvia tara mental que debemos sufrir aquellos que la defendemos, ahora nos sorprenden con un nuevo argumento. Resulta que ahora las nucleares deben ser cerradas porque impiden el pleno desarrollo de las energías renovables. Y tan anchos, sin despeinarse.
Pongamos al lector en antecedentes. La legislación actual ha convertido el sistema eléctrico en una zona recreativa de bares de copas. Hay unos cuantos bares que compiten entre sí por poner las copas más baratas mientras que hay otros que abren sólo un par de días a la semana. Ahora bien, cuando éstos deciden abrir, la Ley obliga al resto de bares a cerrar para que los consumidores únicamente puedan beber las copas que ellos ponen y encima a un precio prefijado que es siempre mayor al de los otros bares que compiten entre sí. La legislación les da a las energías renovables todas las ventajas del mundo. Cuando hay sol o sopla el viento, las tecnologías convencionales deben ser apagadas para que las renovables puedan vender toda su producción. Pero no porque sean competitivas y puedan ofertar un buen precio, sino porque existe una Ley que nos obliga a comprarles toda su electricidad y además, se la pagamos subvencionada a precios muy superiores a los del mercado.
Es muy importante el concepto de la subvención. Cuando la demanda eléctrica es lo suficientemente baja, debido a las características del mercado, las centrales nucleares regalan su producción, es gratis su electricidad. Cada MWh de molinos, en cambio, se paga a más de 70 € debido a las subvenciones. Y pretenden, ahora, que si hay un exceso de energía eólica apaguemos también las centrales nucleares que producen gratis para entrar ellos a poner el cazo de las subvenciones y que a todos nos cueste más la electricidad. ¿En qué cabeza cabe? Pero el problema es aún peor porque, por razones técnicas, los molinos funcionan únicamente unas 2.000 horas al año, las otras 6.000 horas son sustituidos por centrales de gas. Y ahora el ecologismo pide que se eliminen las nucleares que funcionan 8.000 horas al año sin emitir CO2 puesto que hay unas poquitas horas al año en las que hay que desconectar molinos porque sobran. A ver si nos caemos del guindo: si quitamos las nucleares no van a funcionar más tiempo los molinos, va a aumentar enormemente la producción con gas, el precio de la electricidad y las emisiones. Miren a Alemania y dense un baño de realidad. El ecologismo pidiendo contaminar más ¿alguien entiende algo?
La nuclear es la energía más fiable, estable y capaz de asegurar el suministro. Como muestra un botón. Hace unos días el reactor 2 de la central nuclear de Ascó paró para recargar combustible. Antes de la parada se batió el record de operación de la central, con 500 días consecutivos acoplada a la red eléctrica. El factor de carga durante esos 500 días fue del 97,3%. Es decir, estuvo produciendo electricidad a plena potencia durante 11.676 horas de las 12.000 posibles. En el 2010, la energía solar de toda España funcionó, en media, 1.600 horas y la eólica 2.200. ¡Y piden que cerremos las centrales que funcionan siempre más de 8.000 horas! Inviertan en I+D, mejoren la tecnología, mejoren sus factores de carga, mejoren sus cifras y, mientras tanto, dejen de pedir que tiremos el dinero, que el país no está para tonterías.
