Human Rights Watch - World Report 2013.

This 23rd annual World Report summarizes human rights conditions in more than 90 countries and territories worldwide in 2012. It reflects extensive investigative work that Human Rights Watch staff has undertaken during the year, often in close partnership with domestic human rights activists.

Two years into the Arab Spring, much of the excitement of the early days of protest has waned and frustration at the slow pace of change has set in. Those now in power face a daunting task: building rights-respecting democracies that uphold the rule of law and protect the rights of all citizens, even those who are unpopular and suppressed. Governments that support human rights have an important role to play in this critical, transitional period by providing critical, principled support to post-authoritarian regimes to ensure that the promise of the Arab Spring is realized.

Los dirigentes chinos, como los del franquismo, creen que con aquella primera se agota y se puede aguantar los embates de los chinos en pro de la libertad. Igualmente, se equivocan. Aquél proceso abre las puertas al siguiente de manera ineluctable. El control del poder no responde sólo a una exigencia racionalizadora-tecnocrática sino a una exigencia más profunda: la garantía de los derechos de los ciudadanos. Esta garantía se irá ampliando y con mayores niveles de exigencia. El control del poder abre las puertas a la garantía de los derechos y esta tiene una tendencia "natural" a ampliar su base de garantía. Es una vana pretensión reducir los derechos a los patrimoniales. La propiedad no tiene sentido sin las libertades políticas. Se podría decir que en China, desde el punto de vista aquí expuesto, se está viviendo un proceso parecido, que no idéntico, al vivido durante el franquismo entre nosotros. Ojalá culmine de la misma manera: el Derecho administrativo contribuyó decisivamente a la apertura de la democracia al anudar el control del poder a la garantía de los derechos. Abrió las puertas a los derechos y, esta puerta, una vez abierta, se irá abriendo cada vez más.

Life expectancy for a healthy American man of my age is about 90. (That’s not to be confused with American male life expectancy at birth, only about 78.) If I’m to achieve my statistical quota of 15 more years of life, that means about 15 times 365, or 5,475, more showers. But if I were so careless that my risk of slipping in the shower each time were as high as 1 in 1,000, I’d die or become crippled about five times before reaching my life expectancy. I have to reduce my risk of shower accidents to much, much less than 1 in 5,475.

Five key lessons in the fight against poverty.

The book is, in a sense, just an invitation to look more closely. If we resist the kind of lazy, formulaic thinking that reduces every problem to the same set of general principles; if we listen to poor people themselves and force ourselves to understand the logic of their choices; if we accept the possibility of error and subject every idea, including the most apparently commonsensical ones, to rigorous empirical testing, then we will be able not only to construct a toolbox of effective policies but also to better understand why the poor live the way they do. Armed with this patient understanding, we can identify the poverty traps where they really are and know which tools we need to give the poor to help them get out of them.

Corre una especie que equipara las presuntas infracciones fiscales de los políticos a las del resto de ciudadanos. Absurdo. Pero no solo porque haya mucha gente que cumpla la ley. Es que, además, y por encima de todo, no es lo mismo que cobre en negro un político que un fontanero. Un fontanero puede creer (como creo yo, por cierto) que el sistema fiscal español (y especialmente los niveles de Irpf) son confiscatorios e inmorales. Tiene una base moral para cobrar en negro. Esta base moral podrá ser discutida y sancionada. Pero existe. No es el caso de los políticos. Los políticos son este tipo de profesionales que deciden, como decidió hace tiempo Montoro and noirs, que a partir de los 2.500 euros los pagos en efectivo son ilegales. ¡Como medida para atajar el dinero negro! Es obvio que si cobran en negro están haciendo algo más que infringir la ley.
